      2. Economic and financial ability
        Information and formalities necessary for evaluating if the requirements are met:

        — balance sheet verified by a competent body i.e. an

        audited balance sheet, or extracts from the balance

        sheet, in cases when the disclosure of the balance

        sheet is regulated by law in the country where the

        economic operator is registered;

        — extract from the overall turnover of the enterprise

        (datum from the profit and loss account issued by a

        competent body i.e. audited profit and loss account),

        and where appropriate, from the turnover in the area

        covered with the public procurement contract maximum

        for the past three financial years for which such

        information is made available, depending on the date

        when the enterprise was established or commenced

        with operation and depending on the availability of

        such information. *Foreign legal entity should submit

        audit report, which should be valid and issued by

        foreign reputable institution registered for performing

        audit, which should contain data on the total economic

        operation for the foreign bidder in the past 3 years

        and must be submitted and translated in Macedonian

        language. If the balance sheet and the profit and

        loss account were subject to commercial audit, the

        economic operator can submit thereof as a proof that

        it fulfils the minimum conditions for determining the

        economic and financial status without being additionally

        verified by a competent body. If the balance sheet

        and the profit and loss account were not subject to

        commercial audit, the economic operator submits them

        verified, i.e. issued by a competent body as a proof

        that it fulfils the minimum condition for determining the

        economic and financial status. The Central Register of

        the Republic of Macedonia is the competent body in the

        Republic of Macedonia.

        Minimum level(s) of standards possibly required:

        Minimum average revenue of 62 000 000 MKD in the past 3 years.

      3. Technical capacity
        Information and formalities necessary for evaluating if the requirements are met:

        Necessary documents for proving the technical or

        professional capability of the economic operator:

        — list of civil engineering works constructed in the

        past five years by enclosing certificate for satisfactory

        performance of the most significant works, certificates

        including value, time and location of the performance

        of the works and findings whether such works are

        constructed in accordance with the rules of business

        operation as well as whether they are properly

        performed;

        — list of hydro construction works constructed in the

        past five years by enclosing certificate for satisfactory

        performance of the most significant works, certificates

        including value, time and location of the performance

        of the works and findings whether such works are

        constructed in accordance with the rules of business

        operation as well as whether they are properly

        performed;

        — educational and professional qualifications of the

        key technical personnel responsible for contract

        implementation (short CV — Curriculum Vitae,

        Authorizations for each member of the key technical

        personnel and copy of university diplomas to be

        enclosed);

        — statement for hired and available key personnel on the

        construction site, regardless of whether they are directly

        employed at the economic operator. If the personnel is

        hired by the economic operator, statement should be

        submitted by the person stating that it consents to be

        hired for the purpose of contract implementation;

        — statement for the technical equipment in possession

        of the economic operator for performing the respective

        works; and

        — notification for the elements of the contract the

        economic operator intends to assign to a subcontractor.

        Minimum level(s) of standards possibly required:

        — minimum 2 (two) realized contracts on performed civil

        engineering works for in the past 5 (five) years, with

        minimum value of 40 000 000 MKD with VAT included

        for every particular contract;

        — minimum 2 (two) realized contracts on performed

        hydro construction works for in the past 5 (five) years,

        with minimum value of 20 000 000 MKD with VAT

        included for every particular contract;

        — The economic operator should specify the key

        technical personnel on the construction site responsible

        for construction of the works, in order to meet the

        following minimum requirements:

        Position 1 (one) Head of Construction — BSc. Degree in

        Civil Engineering with Authorization A for construction

        with minimum 7 (seven) years working experience with

        civil engineering works;

        Position 1 (one) Civil Engineer with BSc. Degree in Civil

        Engineering with Authorization A for construction works

        with minimum 7 (seven) years working experience with

        hydro construction works;

        Position: Surveyor — appropriate education and

        minimum 7 (seven) years working experience.

        * CV to be enclosed for every person from the

        specified technical personnel on the construction

        site — first and alternative (if the bidder deems that

        alternative personnel should be specified), the required

        Authorizations and copy of the university diplomas.

        Availability of the specified technical personnel on the

        construction site throughout the entire contract duration,

        regardless of whether the personnel is employed at

        the economic operator, and if the specified technical

        personnel on the construction site is hired by the

        economic operator, the availability thereof must be

        proved.

        — Equipment: the economic operator should specify

        and prove that it possesses, by means of Leasing

        Contract, Procurement Contract or other, and procured

        the following minimum key equipment in full operational

        function, and also specify the alternative equipment the

        economic operator would propose to be used under the

        contract, together with explanation of the proposal:

        1. Minimum 2 (two) earth excavators;

        2. Minimum 2 (two) wheel excavators;

        1. Minimum 3 (three) excavators;

        2. Minimum 2 (two) bulldozers;

        3. Minimum 1 (one) grader;

        4. Minimum 5 (five) trucks with trailers;

        5. Minimum 1 (one) mobile crane;

        6. Minimum 1 (one) finisher;

        7. Minimum 1 (one) vibrating roller for trench compression;

        8. Minimum 2 (two) rammers;

        9. Minimum 2 (two) vibrating rollers with single roller;

        10. Minimum 2 (two) vibrating rollers with two rollers;

        11. Minimum 2 (two) vibrating rollers — rubber for asphalting;

        12. Minimum 2 (two) automatic mixer machines;

        13. Minimum 1 (one) truck with crane;

        14. Minimum 1 (one) asphalt base, placed on the territory of the Republic of Macedonia;

        15. Minimum 1 (one) asphalt base, placed on the territory of the Republic of Macedonia.
